Community Action Agency of Columbiana County Community Health and Dental Center
Community Dental Center is one of 29 programs operated by the Community Action
Agency (CAA) of Columbiana County, Inc. CAA, a private, non-profit corporation
exists to serve the low-income and underserved population of Columbiana County
and surrounding areas. The Community Dental Center is part of the CAA’s
Federally Qualified Health Center (FQHC), which operates three sites in Columbiana
County—a medical site in East Liverpool, a medical site in Lisbon and
the dental site, also in Lisbon. The Lisbon Community Health Center has been
a designated as an FQHC since 1994; the Dental Center moved to its own separate
building next door to the Lisbon Community Health Center in 2000. The CAA’s
FQHC program, including the Dental Center, is funded in part by a federal grant
administered by the Health Resources and Services Administration (HRSA), as
well as by the Ohio Department of Health’s Safety Net Dental Care grant
program from 2010 through 2012. Currently, the dental clinic provides the complete
scope of preventive oral health services, restorations and extractions.
As an FQHC, the CAA’s Dental Center accepts any patient who calls for care, regardless of that patient’s ability to pay. Clients can readily get in for an appointment, there is no waiting list offering some preference to established patients within the agency’s medical sites. The clinic accepts most insurance plans, Ohio Medicaid Fee for Service and all Ohio Medicaid Managed Care Plans, as well as offering a sliding fee scale based upon the Federal Poverty Guidelines for qualified low-income uninsured patients. The sliding fee discount applies to all medical and dental services provided at CAA sites.
Currently the Dental Center has two full-time and one part-time dentist, a full-time dental hygienist, three dental assistants and an expanded function dental assistant.
CAA has recently received American Recovery and Reinvestment Act (ARRA) funds, a portion of which went toward the purchase of a digital x-ray system for the dental site. Additionally, CAA is collaborating with Salem Hospital to try to prevent dental pain patients from presenting to the emergency room (ER) for care. They are developing a plan with the Salem ER to direct those dental pain patients to the CAA Dental Center. While this is a big undertaking, according to the hospital’s most recent needs assessment, dental pain is the number one reason for inappropriate use of the ER. Once the plan is finalized with Salem Hospital, CAA will approach the East Liverpool Hospital to implement the same type of referral plan for their ER. Future plans include an expansion of CAA Health Center services to Salineville residents, as well as those who live in Carroll County.
