Mobile-portable dental systems using various public health models can serve as dental "safety net" programs for people who lack the resources to acquire those services on their own. Public health approaches lend themselves to providing these services in settings such as schools, Head Start centers, senior centers or homeless shelters for populations that experience difficulty accessing dental services in a stationary clinic. Mobile-portable dental systems are best suited for comprehensive preventive and primary dental care, but also can be used for specialized services such as sealant programs or dental prosthetics.

Few resources exist to compare the various mobile and portable dental systems with enough details for designing, purchasing and operating programs. The content for the Mobile-Portable Dental Manual is derived from the personal experience (successes and lessons learned) of many people, along with manufacturers of dental products from across the US. It also contains pertinent published material, questions from people wanting to start programs, and feedback from reviewers. The manual was developed with funding from the Health Resources and Services Administration's Maternal and Child Health Bureau and the Association of State and Territorial Dental Directors.
